2025 Housing Supply Legislative Agenda

The growth and competitiveness of New Hampshire’s economy is dependent on the availability of a dynamic and skilled workforce. The most significant barrier to attracting and retaining the workforce the state’s economy needs is the supply and affordability of housing.

Data points supporting this conclusion are overwhelming:

• Housing prices in New Hampshire are up 59% over the past 4 years, 4th highest in the nation.
• The median price of a single-family home is now more than $530,000.
• 75% of New Hampshire business leaders report the lack of qualified workers is preventing their companies from expanding, according to a recent survey.
• Housing ranked as the most important problem facing New Hampshire in a Granite State Poll last fall.

The 2025 legislative session presents a unique opportunity to enact bipartisan policies that will meaningfully increase housing supply and address affordability. As organizations committed to the health and vitality of New Hampshire’s economic competitiveness and quality of life, we support the Legislature enacting policies and reforms aligned with the key pillars of the “2025 Housing Supply Agenda”:

Pillar 1: Land Use Reform

Reforming land use policies is central to increasing the supply of housing. States and communities enacting common-sense reforms have seen significant increases in housing availability and affordability while preserving their character. Action areas include strengthening the state law enabling accessory dwelling units (ADUs) and enabling smaller lot sizes, more density, and the development of single-family starter homes.

Pillar 2: Regulatory & Permitting Reform

Stable, efficient and timely permitting and regulatory processes reduce development time and costs while increasing the opportunity for greater density and overall supply. Policy action areas include streamlining review and permitting processes and approval deadlines and establishing clear requirements for Zoning Board of Adjustment appeal periods.

Pillar 3: Program & Funding Support

Increasing the supply of housing is supported by increased or stable funding for programs proven to provide additional housing at affordable prices. Policy action areas include increasing the annual funding of the state’s Affordable Housing Fund through real estate transfer tax revenues and supporting the Housing Champion Designation and Grant Program, which incentivizes municipal cooperation and private investment in housing development.
